Is George Will racist or what?

In his Dec. 1 column George Will basically says that minorities admitted under a preference based on race aren't smart enough to go to elite colleges.  They don't do well and get discouraged. Worse, it "has the effect of reducing diversity at second-tier schools."  I'm sorry but the feeling I get reading his column is that he doesn't want those minority students in "elite" colleges like the one he attended and prefers that "those people" go elsewhere.  Sure, get rid of minority preference but also get rid of legacies, which also allows white students to attend elite colleges they wouldn't qualify for otherwise, like George W. Bush at Yale.  I don't hear Will railing against that kind of preference.
